 I had this problem a few months ago and thought it might be some
 misconfiguration somewhere on my part, but someone else just tipped me off
 on it and I reconfirmed it. wp_list_bookmarks will NOT honor title_li
 whatsoever. I'm not sure what's going on exactly.
