This issue has actually existed long before tags. It has existed since
categories have had the rel-tag . A dash dividing words is the standard
for words in URLS on the web (what search engines understand), it is
easier to read than pluses and easier to manually enter (US keyboards). It
would be better for technorati and the microformat to reflect this.
Plus is used within WordPress to find posts with both of those tags.
