 We can add extra contexts to the edit forms for use by add_meta_box().
 You can currently position boxes after the category and tag boxes and also
 at the end of the advanced boxes.  If that is not sufficient, we can add
 contexts that put boxes at the top.  Since users can't reorder, plugins
 would need to use this sparingly.  We can reconsider draggable boxes for
 2.6 after seeing how things go for 2.5.
