 Attached patch:
  * Adds a span to the footer links, This allows plugins to replace the
 links with their own via CSS hiding of the default and the hook to add
 their own.
  * Removes a stray pipe | from the Version string for users who do not
 have the manage_options cap
  * Moves the {{{update_footer}}} filter to the correct div to clean the
 code up a bit
