 Entering the string as "tag3, tag1, tag2" however adds the tags, even the
 duplicate ones.

 I believe it's the {{{tag_flush_to_text(e,a)}}} function in
 http://trac.wordpress.org/browser/trunk/wp-admin/js/post.js?rev=10150#L45
 where only the first tag from the {{{#newtag}}} is matched against the set
 from {{{#tags-input}}}.
