Comment:

 The behavior changed with the new tag system.

 You can't add a tag from "most popular" multiple times, the same goes for
 freeform for already added tags (see related #8567).

 However nothing can stop you from entering "tag, tag, tag, tag" to the
 input as it's just freeform (where on ''Add'' it will be included only
 once in the tag list).

 If you mean that the same tag is offered repeatedly in the autocomplete
 AJAX dropdown, feel free to open a more specific ticket.
