 I've tested the patch on both my servers and can confirm that it does work
 for me as well.

 I am also getting the same error, however, when trying to install new
 plugins. Go to Install New, and the tags are missing from the bottom of
 the page. Type a keyword into the search box and get "An unknown error has
 occured" message.

 This happens whether the debug plugin is active or disabled.
