 I remember that in first beta of 2.7 "Turbo" link moved to new sidebar
 navigation (where it rightfully belongs). However I was surprised to see
 it back to the admin header in 2.7 RC1 - with all settings nicely grouped
 in the new sidebar, it just makes no sense in the header.
