Comment:

 1. The icon can have different "action" on click, so it is
 highlighted/changes colors separately too.

 2. Icons added by plugins would always be different in style, also for
 simplicity they are "highlighted" by changing the opacity instead of
 requiring a sprite and css or two different images.
