 In 2.7,while importing a WXR file which was exported from 2.6.3,I found
 two bugs.
 1. for every categories in the WXR file,2.7 will create 2 categories in
 current blog.
 2. the name of all tag imported will become the same with their IDs,just
 showing a number.

 I think the code for import WXR file in 2.7 may have some bugs.
