 I am having the same issue with pages (only, posts are fine) in 2.6.1.
 When you save a page, the edit permalink does not show up. It only shows
 after the post is published, which it's the best time to edit a permalink.

 Yes, I have fancy permalinks /%postname%/ turned on.
