 Well, I guess you can argue either way for the generic ?whatever, but I'm
 not getting 404 for *any* index.php request. At the very least, the
 following two requests should give me 404:

 /index.php?p=doesntexist
 /index.php?error=404 (<-- according to docs that's the correct way to
 reference the 404 page)

 Both those requests return the front page.
