 Patch implements:
  * Actions on plugin install completion
  * uses wp_cache_*() on the hot tags as well as a database option (Maybe
 move wp_cache_*() upstream to plugins_api() instead?
  * Better detection/selection if a plugin update is available
  * Fixes plugin install via dashboard
  * Various small changes (Passing more args to filters, few random code
 cleanups and reformatting)
  * NOTE: API will not work as intended unless

 is applied.
