Comment:

 TinyMCE doesn't use separate css files for RTL support. It applies the
 setting from the init. Passing this suggestion to the TinyMCE devs.

 The question of where the default action button is has little to do with
 RTL. It's a long standing argument between Windows and Mac/Linux users. If
 you open IE and Safari (on Windows) side by side and make them display a
 dialog, the default button would be on different sides.

 Closing as invalid for now. If/when TinyMCE implements separate css files
 for RTL, they will be included in WordPress too.
