  1. Featured Plugins only lists 3 plugins and only displays the same
 three. Expected to display full list of 6 that randomizes or multiple
 pages of all featured.
  1. Popular Plugins only lists 6 plugins and displays the same 6. Expected
 to either display random plugins each page load or multiple pages of all
 popular.
