 Note - this situation is aggravated by use of inline styles in TinyMCE.

 For e.g., in the Paste from Word popup frame, the button for "Insert" is
 styled inline to float to the right and the button for "Cancel" is styled
 inline to float to the left. This is correct and expected behavior for LTR
 scripts - the default button should be the right-most, or "last" button.

 However, for readers of RTL scripts, the "last" button is the one on the
 left, and we therefore expect the default button to be the left.
