#6744: Include upgrade warnings in a read me or other notification system

The main point of my issue at http://trac.wordpress.org/ticket/6680 went
 largely ignored.

Wordpress needs some method of alerting users before upgrading of what
changes have been made that may effect their install. I was fully unaware
that a change had been made to how the <!--more--> tag works in regards to
RSS feeds. I rely on RSS feeds for my advertisers. Updating to 2.5
truncated my posts at a hard coded limit, or I had to show full feeds.

While this can be fixed with a plug-in now, I would have solved that pre-
 upgrade, had I only known.

A changelog is too verbose for the casual user. Expecting users to search
trac is asking too much of casual users.

If functionality is removed, or changed, from a past version, that users
rely on, there should be clear warnings in a file in the download archive.
