 That really depends how the theme author has implemented widgets; if they
 use names for their 'sidebars' that differ from the default then they
 won't be cross-theme (and they'll stop the user from selecting one-use
 widgets elsewhere). This is something that could really use some work, but
 obviously it's something of a separate issue.
