 Thanks for the info and the code. I would suggest to perform this check in
 the upgrade routines and not inside the dashboard.php. Maybe some other
 Issue is related to this as well which can be solved inside upgrade as
 well, but I wait for a confirmation of the reporter
 ([http://wordpress.org/support/topic/166410 Issue in Forum]).
