 The script-loader registers the jQuery form plugin with the wrong version.
 This might create a problem if someone checks against the plugin version,
 as it's an old version.

 Speaking of which, could we please, please include the newest version of
 the jQuery form plugin, which I've attached, in 2.3?  Although the script-
 loader registers the form plugin, trunk WP does not enqueue it anywhere
 yet, so updating to the newest version of the form plugin should have no
 effect on core WP.
