 wp_tag_cloud() does not pick up all the tags.

 I'm using 2.3-beta 3 (ran svn update at 9:48 EST on 9/12 to be up to
 date).

 I imported my UTW tags.  While they all show up on my test blog
 (http://tek.dembowski.net/tag/far-cry/ is one example), on the page that I
 use wp_tag_cloud() it does not show many of the tags.

 http://tek.dembowski.net/tag/far-cry/ shows the article, the tag cloud
 excludes that tag as well as others.
