 I think its likely to be an incomplete upload of the wp-
 includes/formatting.php file(Or another one of them).

 'sanitize_url' is indeed a valid callback, Assuming the function is
 defined at the time, which it would be in normal use, unless an error has
 occured with the uploading of files.
