 Running Wordpress 2.2.3 on an IIS server with no server side redirecting
 enabled.

 After updating the role of a user, or deleting a user, Wordpress tries to
 redirect my browser to the following URL:

 http://blog.electdesign.net/wp-admin/users_php&update=promote

 Which has an '_' instead of a '.' and causes a 404 page not found error.
