 Currently when I load the Dashboard and look at the Comments section, the
 Incoming Links section hasn't loaded yet (because it loads asynchronously
 after the fact). Then I go to click on my "2 comments awaiting moderation
 link" and *just* before I click, the Incoming Links section jumps in front
 of my cursor and I click one of the incoming links.

 The Incoming Links section (and anything that loads after the page loads)
 should come *after* the Comments section '''OR''' the Incoming Links
 section should have a default height that prevents the content in the
 right column from jumping around once things are loaded.
