Comment (by intoxination):

 The problem I see with using UL is that people who have a lot of drafts
 will have to scroll down a lot to get to published drafts.

 Instead of just doing a patch on the way the current system appears, I
 would much rather see Drafts get their own sub-menu page. This is
 something that is long overdue.
