 Would it be possible to add a similar filter to the encoding type in the
 user-edit.php file as well?

 I've modified the same plugin mentioned above for a client, to also allow
 the administrator to edit a users profile picture, but to do this, I had
 to change the encoding type on the user-edit.php page as well.
