 Quoting their last reply:

 "      The only way to fix the problem would be to recode the urls in
 WordPress to output as encoded urls.  PowWeb will not be changing the
 Invalid charachter policy any time soon. We have set up this to prevent
 injections with mysql.

 I still don't know if to laugh or cry... I guess I'll have to modify WP to
 match their stupid ridiculous rules - to encode URLs not as the world
 standard, rather than to HTML entities... maybe WP needs to have a
 checkbox "Enable i18n support for stupid webhosts" to use htmlentities()
 in URLs...
