 You are unforunately right. I talked with PowWeb support, showed them the
 ticket, they still blamed WP, and I told them that I verified that you
 guys were right (error does not appear in WP source, PLUS I found out some
 comment about "CGI" in the page error message) - I pointed all the things
 to the supporter, and only then she realized that they're blocking non-
 english characters in their URLs. I couldn't believe my eyes...

 Really sorry for barking the wrong tree.

 They said "they will check it out with their Engineering". I will post
 progress if I have something new to say :)
