 I have discovered this in 2.1.2 as well.  Existing site, (1.5+years old).
 Upgraded from 2.1beta to 2.1.2, only one user account, original admin.

 From manage posts page, can not delete ("you do not have permission").  If
 I click to edit the post, and delete from within, works fine.

 Tried deleting cookies, cache, and deactivating all plugins.
