This behavior seems to have been fixed. As of [5012], if you create a
category hierarchy as shown, and put posts only in cat2 and cat11, and use
the function call
wp_list_categories('hierarchical=true&show_count=true')
in your sidebar, you will get exactly what is shown as the "expected"
behavior above.
Since the deprecated functions list_cats and wp_list_cats both now call
wp_list_categories, I think they should work too (though I didn't
specifically test them). If there is another function for listing
categories that needs to be fixed, perhaps this ticket can be re-opened.
