 There is an unecessary `<br clear="all" />` inside `wp-admin/options-
 head.php` which means the admin interface for General Options is
 inconsistent with the rest of the admin pages.

 I've removed it in the attached patch and found no side effects in Firefox
 2, IE6, Mozilla 1.7 and Opera 9 all on Windows XP. Anyone willing to test
 on other platforms, or provide any insight as to why it's there?

 Present in 2.1 and 2.2 bleeding at r4999.
