 Uploads aren't listed anywhere on the blog frontend therefore
 categorisation is superfluous. If uploads were to be listed along with
 posts in category listings for example, then yes it would be ideal to be
 able to specify a category, but the only place uploads are shown to the
 public is when they're linked to from a page/post.

 Categorisation of uploads for the purpose of managing uploads on the
 backend is another matter, and one which could be discussed in a new
 ticket is need be.

 I propose to close as WONTFIX.
