I've downloaded and installed subscribe 2.3.6 in an attempt to capture a
broken call of wp_mail() but it doesn't look like it wants to play nicely
with trunk as it's looking for upgrade-functions.php.
I've used the plugin in a non-trunk version and I do see the behavior you
describe but not consistently throughout the code. When I send a message
to all subscribers it doesn't work - only one person gets the mail - but
when I add a new post everyone gets the message. My feeling at this point
is that the plugin contains the bug, not WordPress. I'm continuing to
investigate.
