 I have exactly the same problem, I administer two blogs on the same
 server, one running 2.1.3 and the widgets plugin, and one running 2.2.

 The 2.1.3 blog has no problem with widgets at all, but with the identical
 browser setup, widgets cannot be dragged in 2.2.

 Is there a script include setting somewhere that's failing on some blogs
 (mine's an IIS type server).
