 provide a function to clear the RSS cache.  When doing development of
 plugins, themes, and normal experimentation with new site functionality it
 is sometimes necessary to test changing feeds.  Refreshing the cache
 manually is preferable to setting a short expiry time.

 Suggestion: When testing, define MAGPIE_CACHE_ON as false. This prevents
 the RSSCache from being used at all. More handy than using caching and
 having to clear all the time.
