 As of the 2007-07-01 nightly build the ''wp_list_categories'' template tag
 lists empty categories even when the ''hide_empty'' parameter is
 explicitly set to ''true''. Using the ''exclude'' parameter removes them
 from the list, but obviously that's not practical or ideal.
