 Should be? One could argue either way.

 It has near zero impact if it is in or out of 2.1.1 . Severe problems only
 is generally the policy with a 2.2 release with a fixed release date
 within months.

 I do not really care either way, but some other reasons not to include it
 or any other minor issue in 2.1.x are:
  * One more item in a change list primarily focused on security and sever
 problems
  * Trigger translation with small benefit
  * Murphy
