 Not sure if this is an oversight or not, but while you can toggle on/off
 "Use the visual editor when writing" through "My Profile", no option is
 available when editing a username through the "Users > Authors & Users"
 menu.

 Perhaps this is just a matter of adapting some code from profile.php over
 to user-edit.php?
