 Currently, wp_title() shows the page title on the home page when a static
 page is used as the home page, and does not show the title on an inner
 page used as a blog page. This should be reversed, because normally only
 the home page doesn't need an additional title, no matter what kind of
 content it has, and all inner pages should have a title, wether static
 page, blog page or archive page.
