 I'm sorry that shouldn't be anything related to the browser.

 But can you describe more details about what exactly is the title you're
 referring to?(the theme/reproduce steps?)

 I tested wordpress 2.1 on thirteen/ocadia, the draft preview date/time
 always shows correct GMT+offset current time.  And I don't see anything
 strange in query.php.
