 Since this seems to be a l10n issue, probably the best way to address it
 is to remove the fancy quotes filter in a "fa.php" file, the kind of file
 which is described [http://boren.nu/archives/2007/01/07/rtl-support-in-
 wordpress-21/ here], in a manner similar to the way right-to-left text
 direction is set.

 My guess is that you won't get much traction in trying adding another
 option to the admin pages, as the lead !WordPress developers seem loathe
 to add options.
