 I18n treatment for the draft dashboard, introduced in [6431].

 And a pre-Christmas bonus: correct counting of used widgets. The array
 returned by {{{wp_get_sidebars_widgets}}} doesn't contain the widgets
 directly, but it is an array of sidebars, which contain the widget counts.
