 darkdragon:

 I think there are two audiences to consider.  End users and theme/plugin
 developers.  A developer should have user errors turned on and should be
 made aware of potential problems.  A user should probably only care when
 something goes away (creating a Fatal Error).

 These sort of features are a user interface where the user is a developer.
 It helps the developer be more productive and to better understand the
 platform and how to use it properly.
