 You need [6351], [6377], and [63948].  These diffs are against svn trunk,
 however, not 2.3.1.  I don't know if they will apply to 2.3.1.  None of
 these changes will make a difference to permalink structures starting with
 %postname%.  Supporting that takes a lot more work and may not be fixed
 for the next release.
