 I don't think we need jQuery or interface on either of those pages.
 Correct me if I'm wrong, somebody.

 Plugins can load jQuery if they need to (plugins loading JS should be
 using {{{wp_enqueue_script()}}} anyway), but core should load as little JS
 as possible.
