Comment:

 We need to add {{{function_exists()}}} wrappers.  On fail, we should tell
 people that the plugin needs to be active for the import (as we're using
 the plugin's functions to grab the data).  After a successful import, we
 should tell people that they can now deactivate the plugin and switch to
 using WP tag API functions.
