 I am messing around with the latest svn snapshot and discovered that the
 Manage -> Uploads does not play nice with the paging.

 URL where the error occurs:

 Link for the next page points to http://my.wordpress.site/wp-
 admin/users.php?paged=2 instead of http://my.wordpress.site/wp-
 admin/upload.php?tab=browse-all&ID&action&paged=2
