 I believe he means turning on/off the whole pages functionality.

 I don't see why this would be needed. If you didn't want pages, just don't
 create pages. If you don't want your users to be able to use pages, use
 the Role Manager plugin to take away create_pages and edit_pages from
 those users' roles.

 Closing was wontfix, if you (the reporter) wish to further make a case,
 please reopen this ticket with appropriate comments and or raise the issue
 on wp-hackers.
