#4142: Smart quotes don't work before lower-case s
----------------------+-----------------------------------------------------
 Reporter: HarryRAR | Owner: anonymous
     Type: defect | Status: new
 Priority: normal | Milestone: 2.4
Component: General | Version: 2.1.3
Severity: normal | Keywords: formatting smartquotes
----------------------+-----------------------------------------------------
This is a formatting problem. If I put single quotes around a word
starting with lower-case s, the first quote mark is displayed the wrong
way round. This happens whether or not I use the visual text editor.

i.e. 'Spiral' is displayed correctly as ‘Spiral’, but 'salmon' displays as
’salmon’. You can see a couple of examples in this post:

Presumably lower-case s is a special case because it has to recognise
 possessives.

I'm using 2.1.3; it also doesn't work in a site I've got which is running
 2.0.5

I don't know if it's relevant, but the site is running on PHP version
4.4.4 and MySQL version 4.1.21-standard. Apparently.
