 2.1.3 has not been tagged in svn. This means I'm unable to update via SVN
 (I svn switch to the latest tag rather than using the trunk or branch,
 which can be unstable.)

 Note 2.0.10 isn't tagged either.

 Is there a document somewhere which details how to do a Wordpress release?
 (eg. Tag current branch in svn, checkout, package/archive into different
 formats, upload to servers, post to blog, email announcment mailing list,
 update website, update codex, add new milestones to trac, various other
 tasks which I'm not aware of but I'm sure there are lots of.) Similar to
 http://www.bugzilla.org/docs/release.html
